On June 2nd, 2025, the CIRB issued a decision which, as expressed by the CIRB,
narrows the scope of the APS’ certification.
WHY THAT DECISION?
This decision was issued following an application by the STTRC-CSN. STTRC-CSN
sought that APS members be transferred in their bargaining unit, as indicated in
their recent release.
STTRC-CSN’S FALSE AND DEFAMATORY STATEMENTS
On last July 15th, STTRC-CSN released a statement in « L’infolettre » with respect to
the CIRB decision.
First, STTRC-CSN uses without permission, hence illegally, the APS’ visual signature,
which may lead to believe that APS is one of the authors of the release or endorses
it. The APS has not participated in any way to this release, nor endorses it.
In its release the STTRC-CSN falsely states that the CIRB « conclut que l’APS, avec
la complicité de Radio-Canada a élargi son certificat d’accréditation pour inclure
des titres d’emplois qui ne devraient pas s’y retrouver » (our translation: concludes
that the APS, with the complicity of CBC has extended its certification to include
job titles which should not be included in it.) The CIRB has never concluded to the
existence of any form of complicity or collusion between the APS and CBC, nor with
anyone.
Moreover, the Board makes no statement that there are currently job titles
included in the APS that should not be there or that should be in the STTRC. In fact,
the Board has not examined any specific position in this file to decide on its union
membership.
Additionally, when a position is created at CBC, it is CBC that attributes the position
to the bargaining unit where it belongs. The APS does not take part in this process.
The STTRC-CSN’s statements are false, defamatory and totally unacceptable.
The APS does not intend to leave these illegal actions unheeded.
FEDERAL COURT OF APPEAL
On July 1st, 2025, the APS filed an application for judicial control before the Federal
Court of Appeal against the CIRB’s decision. We are convinced that the CIRB’s
decision contains errors leading to it being rescinded.
It will probably be months before the case is heard by the Court.

THE APS IS THERE FOR ITS MEMBERS
The APS has always served loyally its members and represented them proudly for
the last 30 years.
It is determined to continue doing so. In doing so, it has no lesson to receive from
STTRC-CSN.
