The CSN-STTRC (Quebec province) claims APS positions before the CIRB (Canada Industrial Relations Board)
As we previously informed you, the APS filed a challenge (judicial review) before the Federal Court of Appeal regarding the CIRB’s decision (June 2025) which interpreted our bargaining certificate restrictively.
The CSN-STTRC in a hurry to act…
Despite the case being before the Federal Court of Appeal, the CSN-STTRC is nevertheless filing a request with the CIRB so that a number of APS positions (for many, for very many years) are “transferred” to it.
An ill-considered action?
As far as we are concerned, this request is not only premature but also, in our opinion, ill-considered in addition to not taking into account its effect on people in the workplace. Why ask to initiate such a process when the Federal Court of Appeal has not yet ruled on the CIRB’s decision regarding the bargaining certificate?

As the matter is now before the courts, we cannot go into detail but rest assured that every effort will be made to counter this attack.
